
Integrating positive experiences and legislations for regulating online short-term rental platforms


Within the framework of the UN Tourism Agenda for Europe, this project aims to support the development of effective legal and regulatory frameworks governing online short-term rental (STR) platforms. With a particular focus on Southeast Europe, this project aims to promote regulatory coherence, identify best practices, and foster dialogue among Member States.
The first phase involves a comprehensive mapping of the legal frameworks applicable to STRs in selected countries, assessing mechanisms for compliance monitoring, consumer protection, taxation, and licensing. Special attention is being paid to cross-border regulatory challenges and gaps that may hinder sustainable development or fair competition. Key Member States, including Bosnia and Herzegovina, Croatia, France, Greece, Italy, Montenegro, and Serbia, have been invited to participate. Bosnia and Herzegovina, as the initiating country, plays a central role in shaping the project’s scope and ensuring that the priorities of Southeast European destinations are addressed.
UN Tourism experts are carrying out a detailed legal and regulatory review in participating countries. The findings will form the basis for a comparative analysis, with the goal of identifying shared challenges and successful regulatory approaches. This research will be complemented by a series of virtual knowledge-sharing events.
